Pricing discount not working

When I enter 10 in the discount box (for a 10% discount) while setting up the pricing for a product, and then checkout the system with a trial order, the discount does not apply  for any selected quantity values.

Can you please advise how to fix this.

Also, is there any way of configuring the discount formula to:
 1. Accept a fixed flat rate discount in $ amount for multiple quantities, AND
 2. Have this discount apply once the quantity exceeds a certain number, AND
 3. Allow both these rules apply to (a) ALL units, OR (b) just the units above the discount threshold number in 2 above.
