Resolved Date time question. Server time is accurate PDT and joomla Time zone is Los Angeles but ad agency time is different?

Hi I was setting up a campaign to start later this month and want to start it shortly after midnight August 1.

Noticed that the ad agency time is 21-07-2017 08:19:00 which is roughly 7 hours in the future while my server time via 'date' command on cli is Fri Jul 21 01:14:34 PDT 2017 which is correct.

Joomla time zone is Los Angeles so where is ad agency getting 21-07-2017 08:19:00 from?
