According to Google, page rank is an algorithm used by them to measure the importance of a web page. With millions of sites on the internet, Google has to have some way to rank them all. Page rank for a site is between 0 and 10 with 0 being the lowest, 10 the highest.
The page rank of your site is determined by the number of quality back links coming into your site. Back links are incoming links to a website. The more quality back links you have, the higher the page ranking. Another factor Google takes into consideration is the quality of the site.
Google Page Rank is a complex algorithm designed not to be easily manipulated by web masters or Search Engine Optimization experts. So for simple folk like me, I can only attempt to share my limited understand Google Page Ranking here. These would be the things that I believe I need to do consistently and daily basing on Google official explanation of their page ranking:

Content of a blog or website is very important. Too many beginners, in their initial enthusiasm, have committed the cardinal sin of copying articles from other people and post them as if their own. Here are the tips I learn.
Delve Deep Into Your Topic Yourself - In Short Do Your Homework
For any topic or subject, I would attempt to delve in further by doing some research from the internet. After you have gather all the facts and information pertaining to your topic, try not to regurgitate thinking that you should cover all the bases. Instead, offer your opinion and understanding of the topic and writing in you own style.
Writing It With Your Own Style
Here is where I would like to digress a little. My friend James has a way with his words. Take a look at his blog and read this recent post, and you will understand what I mean. His words are so descriptive that he can turn a simple event into something dramatic, hilarious, and heartening and set you thinking. Sometime I wish I have his writing style when people comment that my blog is dull and too factual. On the other hand there are others who commented that I have a great site with excellent info. My experience tells me that the more you write, the more fluent you will be in expressing yourself, particularly if it is your opinion of a subject matter that you expound on in your post. Write in your own style. Teach and not preach, tell rather than sell, your readers will appreciate your effort. Spell check your content with language tools provided in some software. Be careful with spelling errors.
Ensure Quality Content Always
Doing the above two things will actually ensure you have Quality Contents, and so ensure that your Google page rank will eventually go up.

It is always important to link up with your friends and social circle. Though these people may not be too prominent today, one day in future they probably will be a top rank web master. A link from their web sites will be worth some gold in your own PR. It is imperative that you constantly look for sources of potential link partners.
These are some of the ways I believe will be useful in helping to build back links to your sites:
Go to other people sites and drop some comments, of course these have to be genuine comments. If possible look for sites or blogs with high PR.
Write articles and submit to article directories for article distribution. They have huge volume of readers that will probably stumble upon your sites and link to you if they think that you have great contents. Again, it is contents, contents, quality contents are the key to your success.
