I have some customers who fail to register for the store and when they try to check out they get a message that says "Forbidden Access, flooding"

Is there any way I can set this so it gives a less cryptic message and tells them they need to register for the store or site?

Hi,
I think that this issue can be a problem in your server.
Please contact your hosting support and ask them to investigate what is causing this error.

This is a site level problem that we have seen before but have never been able to reproduce.
Can you please create a support ticket and work with us to help us identify the cause of this problem as it will be a benefit to everyone to have this bug squashed if it is a bug in the component.
