We selected a survey to include a popup invitation.  We went to the popup tab on the survey in question, clicked yes and then entered some quick text.

We have yet to see an actual popup. 

How does the popup work? We made sure the popup mod is published.

Does the popup mod need to be placed in a certain position?

Hi,
Yes, you will need to publish the PopUp module in order to show popups invitations.
