We had installed Virtuemart a while back, and although we did unistall it, there were still some virtuemart files, including a bot, that seems to have been causing the loop we experienced.  We went back in and made sure that all the Virtuemart files, folders, modules, were deleted from the server.  And finally, once that last virtuemart bot was deleted, Digistore started working fine.
