Is ioncube required to be installed on the server that runs ijoomla Magazine? Or News portal?

And which product is needed from http://www.ioncube.com/faq.php

Actually, from my understanding just the ioncube loader module is required?

Some clarification would be great. This is for a standalone (non-shared) server, so nothing related to ioncube is currently installed.

Yes, you only need the correct loader packages.
Ex. I´m using XAMPP for Windows XP and I need "Windows (x86)" version.
You can check this tools for more information about iJoomla requirement: TOOLS
If you have any doubts please let me know.
